The largest increase appears to come from higher usage, but there are also two smaller changes: the delivery rate increased and a seasonal adjustment was added. I would compare the meter readings, billing-period length, and rate line with your previous bill. The adjustment is also worth asking the company to explain in plain language.

That explains part of the jump. I would compare average cost per day, not just the total. On that basis, your daily cost still rose, but not by the full amount the total suggests.
